Which payment forms does Rule 9 allow?

The 2005 text of Rule 9(2) lists 3 forms of payment: demand draft, exchange of tickets and cash. The 2024 amendment of the rules replaced the demand draft with electronic transfer. Who sanctions a Kerala lottery prize payment?

The 2nd prize of KR-770 was ₹25 lakh. It sits above the District Lottery Officer’s limit, so the Deputy Director sanctions it.

What checks happen before a prize is paid?

The office checks the ticket’s genuineness, its draw result and its counterfoil before payment. Rule 9 requires the counterfoil match for prizes above ₹100. The passing officer is liable for confirming every ticket.

  • Draw result: the ticket number is matched with the official result.
  • Counterfoil: the ticket is matched with its stub kept in the office.
  • Genuineness: the passing officer confirms the ticket is genuine, under Rule 9(8).
  • Documents: the office checks the papers listed for the prize amount.
  • Deductions: commission and tax come off before payment, under Rule 9(2) and 9(7).

The office prize receipt form carries an “office use” line. It records that the ticket was verified with the draw result and the counterfoil. The winner signs that receipt over a revenue stamp, with the Aadhaar number.

Tickets in serious doubt go to the Forensic Science Laboratory. The winner pays that fee in advance, under Rule 9(9).

What is deducted from Kerala lottery prize money?

Two deductions apply: the agent’s commission and income tax. The Directorate’s prize claim page states both. Rule 9(7) adds that income tax and surcharge are deducted and sent to the Income Tax Department.

  • TDS: 30% on prizes above ₹10,000, under Section 393(3) of the Income-tax Act 2025 (formerly Section 194B).
  • Cess: 4% on the tax.
  • Surcharge: deducted where it applies, as Rule 9(7) states.
  • Agent’s commission: 10% on prizes above ₹10,000, according to Onmanorama.

How large is the agents’ commission on a prize?

The Gazette notification for the Monsoon Bumper BR-110 lists the agents’ commission for every prize. Each figure equals 10% of the prize. The ₹10 crore first prize carries ₹1 crore of commission.

How does the bank route pay a Kerala lottery prize?

On the bank route, the winner authorises the Director to pay a named bank branch on demand. Form V carries this authorisation. The authorisation cannot be revoked.

Form V states that the bank’s discharge on the winner’s behalf is valid. A bank claim needs 3 papers under Rule 9. They are the authorisation and the collecting and receiving bank certificates. Rule 9 accepts nationalised, scheduled, state co-operative and district co-operative banks.

Winners fill the “If through bank” part of Form V when a bank presents the ticket. Winners who claim in person leave that part blank.

Which details must match for a prize to be paid?

The name on the ticket, the Aadhaar card, the PAN card and the bank account must all match. The Directorate asks for the name and signature on the ticket exactly as on Aadhaar. Aadhaar and PAN must be linked.

  • Ticket back: name and signature as on Aadhaar.
  • Form V: PAN, Aadhaar number, phone number and bank details.
  • Passbook copy: name, address, account number, branch and IFSC.
  • Agent status: Form V asks whether the winner is a Kerala lottery agent.

Form V notes an electronic filing option through a specified portal. A paper claim carries the photo and self-attested copies of PAN, Aadhaar and the passbook with the ticket.

How are joint winners paid?

Joint winners each file Form V separately. The claim adds Form VI, attested by a notary with seal and registration number. Each winner’s own bank details go on that winner’s Form V.

How are winners from outside Kerala paid?

Winners from outside Kerala add the Form VII affidavit, attested by a notary. Form V applies this rule by the Aadhaar address. The affidavit states that the ticket was bought from a Kerala agent or seller.

How long does Kerala lottery prize payment take?
