Kerala lottery tickets are sold only by authorised agents and their sellers, inside Kerala, as paper tickets at face value. The department counts more than 55,414 agents and over 1.5 lakh retailers. Agents pay prizes up to ₹5,000.

Who sells Kerala lottery tickets?

Kerala lottery tickets are sold by registered agents and by the sellers who buy from them. The department reports more than 55,414 agents. It reports over 1.5 lakh retailers.

An agent is registered by a District Lottery Office and holds an agent code. Agents buy tickets from the department and resell them. Sub-agents, retailers and street sellers buy from agents and sell to the public.

The department’s FAQ requires every agent to furnish details of sub-agents, retailers and sellers on demand. The Director or the District Lottery Officer asks for them.

The lottery is meant for sale in Kerala only. According to the Lottery Director in October 2025, tickets are sold only by authorised agents and sellers in Kerala. The department has no tie-up with any website or app.

What does a Kerala lottery agent do?

A Kerala lottery agent buys tickets from the department, sells them and pays small prizes to winners. Agents book and pay on the LOTIS portal. They collect the paper tickets at the lottery office.

  • Buy: book tickets on LOTIS and pay the ticket cost and its GST, according to the LOTIS FAQ.
  • Collect: visit the office, in person or through an authorised person, to take delivery.
  • Sell: sell paper tickets to the public, directly or through sub-agents and sellers.
  • Pay prizes: pay prizes up to ₹5,000 and claim them back from the department.
  • Report: give the department the details of the sellers under the agency.

Only registered agents buy tickets from the offices. The LOTIS FAQ states that nobody else purchases physical tickets directly from them. A buyer from outside Kerala cannot use the portal.

What are Kerala lottery agents and sellers barred from doing?

Kerala lottery agents and sellers are barred from selling online, selling outside Kerala and selling above face value. The department’s FAQ lists these rules. Dealing in an illegal lottery carries up to 2 years of rigorous imprisonment.

  • Online sale: no sale through the internet, websites, portals or social media.
  • Sale outside Kerala: no sale outside the state, directly or indirectly.
  • Price: no sale above the face value printed on the ticket.
  • Clubbing: no bundling of tickets with a product, scheme or goods for promotion.
  • Digit games: no 2-digit, 3-digit or 4-digit games based on the Kerala lottery result.
  • Sets: circulars of 2017 and 2018 act against tickets sold in sets with the same last 4 digits.

The penalty comes from the Central Lotteries (Regulation) Act 1998, as the FAQ explains. A person dealing in an illegal lottery faces up to 2 years of rigorous imprisonment, a fine, or both. Online lottery itself was banned in Kerala by G.O.(P) No. 4/2005/TD of 13 January 2005.

The department treats lotteries as res extra commercium, meaning trade outside ordinary commerce. Agents and sellers follow the terms the department sets from time to time.

How do you recognise an authorised Kerala lottery seller?

You recognise an authorised seller by a Kerala paper ticket sold at face value, with an agent code. The agent code starts with a district letter. The Bhagya Keralam app confirms the ticket by its QR code.

  1. Buy only paper tickets, in Kerala, from a shop or seller.
  2. Check the price against the face value: ₹50 for a weekly ticket.
  3. Read the agent code and match its first letter with the district table below.
  4. Scan the ticket’s QR code with the Bhagya Keralam app.
  5. Refuse any offer by WhatsApp, website or app, and any fee demand for a prize.

The letters come from the department’s Lottery Agents page, read on 4 October 2026. Kerala Police reported 60 fake apps, 25 fake Facebook profiles and 20 websites in August 2024. Fake sellers ask for GST or stamp duty to release a prize. Report them on helpline 1930.

Which prizes does a Kerala lottery agent pay?

A Kerala lottery agent pays prizes up to ₹5,000. Rule 9 of the Kerala Paper Lotteries (Regulation) Rules 2005 sets this limit. The 2024 amendment lets the Director fix it. Larger prizes go to a lottery office, the Deputy Director, the Joint Director or the Director.

The agent limit covers the consolation prize and the 4th to 9th prizes of a weekly draw. The KN-643 sheet of 1 October 2026 shows examples: ₹5,000, ₹2,000 and ₹1,000. The department’s download page carries a prize voucher form for agents.

The winner signs the back of the ticket before handing it over. The department’s prize claim page asks for the name exactly as on the Aadhaar card. Every prize ticket is surrendered within 90 days of the draw.

How much commission does a Kerala lottery agent earn on a prize?

A Kerala lottery agent earns 10% of a prize above ₹10,000, according to Onmanorama. The commission is deducted from the winner’s prize. The department’s prize claim page confirms the deduction.

The department’s prize claim page lists 2 deductions from a prize. They are the agent commission and the statutory income tax. TDS of 30% applies to prizes above ₹10,000.

What is the LOTIS agent portal?

The LOTIS agent portal is the Directorate’s web system where registered agents book and pay for tickets. Agents log in at lotteryagent.kerala.gov.in. The public cannot buy tickets on it.

LOTIS stands for Lottery Information System. According to its About page, LOTIS handles agent registration, online booking of tickets and automated ticket distribution. It links the department to the Government press that prints the tickets.

The public uses LOTIS only for results. Its public result page lists every official result sheet. The agent login serves registered agents alone.

What welfare support do Kerala lottery agents and sellers get?

Kerala lottery agents and sellers get benefits from the agents’ and sellers’ welfare fund board. The Government puts 1% of lottery turnover into the fund. Members receive treatment aid, scholarships and pensions.
