Kerala District Lottery Offices

Kerala has 14 District Lottery Offices, one in each district, and 21 lottery sub offices. They sanction prizes above ₹10,000 up to ₹10,00,000, register agents and supply tickets. The addresses below come from the Directorate’s official list, read on 4 October 2026.

What is a District Lottery Office in Kerala?

A District Lottery Office is the Kerala lottery department’s office for one district. A District Lottery Officer heads it. It works under the Directorate of State Lotteries in Thiruvananthapuram.

District Lottery Offices carry the department’s work into the 14 districts, from Thiruvananthapuram to Kasaragod. Each office has a one-letter code, for example T for Thiruvananthapuram, E for Ernakulam and C for Kannur. That letter starts the code of every agent the office registers.

Lottery sub offices extend the district offices into large towns. An Assistant District Lottery Officer heads each sub office. Examples are Neyyattinkara, Cherthala and Payyannur.

What does a District Lottery Office handle?

A District Lottery Office handles prize claims, agent registration, ticket supply and the welfare fund in its district. Prize claims up to ₹10,00,000 are paid there. Larger prizes go to the Deputy Director, the Joint Director or the Director.

  • Prize claims: prizes above ₹10,000 and up to ₹10,00,000, under Rule 9 as amended in 2024.
  • Agent registration: agencies are issued only through the District Lottery Offices, according to the department’s agents page.
  • Ticket supply: agents pay on the LOTIS portal and collect their tickets at the office, says the LOTIS FAQ.
  • Welfare fund: 14 Assistant District Lottery Officers act as District Welfare Officers of the agents’ welfare fund board.
  • Forms: claim forms, agency forms and the welfare fund application form.

The claim limits come from the Kerala Paper Lotteries (Regulation) Amendment Rules 2024. Rule 9(3)(c) sets 5 levels.

  • Up to ₹10,000: a Junior Superintendent.
  • Above ₹10,000, up to ₹10,00,000: the District Lottery Officer or Lottery Sub Officer.
  • Above ₹10,00,000, up to ₹1,00,00,000: the Deputy Director.
  • Above ₹1,00,00,000, up to ₹5,00,00,000: the Joint Director.
  • Above ₹5,00,00,000: the Director in Thiruvananthapuram.

Authorised agents collect small prize tickets for winners. The 2005 rule text set their limit at ₹5,000.

The 14 District Lottery Offices are in the district headquarters towns, mostly in the civil stations. The Thiruvananthapuram office is in the KSRTC building at Thampanoor. The Idukki office is at Thodupuzha and the Wayanad office at Kalpetta.

How do you find your District Lottery Office?

You find your District Lottery Office by the district where you live or where the ticket was sold. The agent code on the ticket starts with the district letter. That letter names the office that registered the agent.

  1. Read the agency code stamped or printed on your ticket.
  2. Match its first letter with the code column in the table above.
  3. Choose the nearest district office or sub office for your claim.
  4. Call the landline to confirm the office hours and the claim form.
  5. Carry the signed ticket and the documents for your prize amount.

Which offices sit above the District Lottery Offices?

The District Lottery Offices report to the Directorate of State Lotteries, with 2 regional offices between. The Regional Joint Director sits at Ernakulam. The Regional Deputy Director sits at Kozhikode and handles audit.

The Regional Joint Director’s office is on the 7th floor of Revenue Tower, Ernakulam, phone 0484-2365824. The Regional Deputy Director’s office is in the Housing Board Office Complex, Chakkorathukulam, Kozhikode, phone 0495-2765353. An internal audit wing shares the Kozhikode complex.

The Directorate at Vikas Bhavan, Thiruvananthapuram, pays the largest prizes. Its senior officers handle claims above ₹10,00,000, such as the weekly first prize of ₹1 crore.

Are Kerala lottery offices moving to new buildings?

Yes. At least 8 lottery offices are moving under Government orders of 2024 and 2025. One order approves moving offices to disability-friendly buildings. Others lease BSNL-owned buildings for named offices.
