What does the Kerala lottery department do?

The Kerala lottery department runs 7 weekly lotteries and 6 bumper lotteries a year. It prints the tickets, supplies them to agents and conducts every draw. It pays the prizes and regulates lottery sales in Kerala.

  • Lotteries: one weekly lottery each day, for example Bhagyathara on Monday, Karunya on Saturday and Samrudhi on Sunday.
  • Tickets: ₹50 for a weekly ticket, with a first prize of ₹1 crore.
  • Draws: weekly draws at 3:00 PM and bumper draws at 2:00 PM, at Gorky Bhavan, near Bakery Junction, Thiruvananthapuram.
  • Results: the same-day result sheet, and the Kerala Government Gazette.
  • Sales: tickets only through authorised agents and sellers inside Kerala.
  • Prizes: claims within 90 days of the draw, paid by agents, offices or the Directorate.
  • Systems: LOTIS, the Lottery Information System, and the Bhagya Keralam app.

LOTIS is the department’s web system for agents. According to the LOTIS FAQ, registered agents pay for tickets and GST on it. They then collect the tickets at the office. The public result page of LOTIS lists every draw’s official result.

The department forbids online lotteries. The department’s FAQ cites G.O.(P) No. 4/2005/TD of 13 January 2005, which banned online lottery in Kerala. Only physical paper tickets are sold.

How did the Kerala lottery department start?

The Kerala lottery department started on 1 September 1967, the first government lottery department in India. The idea is credited to P.K. Kunju Sahib. The first draw took place on 26 January 1968.

The department’s profile page gives the founding details. P.K. Kunju Sahib saw the lottery as a source of state revenue and steady income for the poor. P.K. Seydu Mohammed was the founder Director. The first ticket cost ₹1 and carried a first prize of ₹50,000.

The first tickets went on sale on 1 November 1967. According to LOTIS, the 1967 sales brought in ₹20 lakh. The same page records ₹9,876.30 crore in total revenue in 2017-18, the golden jubilee year.

Why does Kerala run a state lottery?

Kerala runs a state lottery to raise welfare revenue, give work to weaker sections and curb illegal lotteries. The Monsoon Bumper 2026 notification in the Kerala Gazette states these aims. The 1967 founding idea named the same 2 goals of revenue and income.

The department reports more than 55,414 agents and over 1.5 lakh retailers. Its agents’ page says the simple agency rules give unskilled people a stable income. One percent of total turnover goes to the agents’ and sellers’ welfare fund, according to the welfare board page.
