Can You Buy Kerala Lottery Online?

Kerala lottery tickets are not sold online by anyone. The State Lotteries Department sells paper tickets only through authorised agents and sellers inside Kerala. Every website, app or WhatsApp number that offers a “Kerala lottery online” ticket works outside the official system.

Can you buy a Kerala lottery ticket online?

A “ticket” bought online is a picture on a screen. It carries no record in the department’s system. It cannot win, and no lottery office accepts it for a claim.

What does the law say about online lotteries in Kerala?

Kerala law bans the sale of online and computerised lottery tickets in the state. The ban dates from a 2005 Government notification. The Supreme Court upheld it in 2015.

Which law allows the Kerala lottery?

The Lotteries (Regulation) Act, 1998 is the central law behind every state lottery. Section 4 lists the conditions a state lottery must meet. 4 of them decide how tickets reach buyers.

  • Section 4(b): the State prints the tickets, bearing its imprint and logo, so their authenticity is ensured.
  • Section 4(c): the State sells the tickets itself or through distributors or selling agents.
  • Section 4(e): the State itself conducts the draws.
  • Section 4(g): the place of draw lies within the State.

Section 5 of the same Act is the power Kerala used for its online ban.

What did Kerala’s 2005 notification ban?

Kerala used Section 5 to ban online lottery sales on 13 January 2005. The notification, G.O.(P) No. 4/2005/TD, prohibited computerised and online lottery tickets. It covered tickets sold through vending machines, terminals, electronic machines and the internet. It declared Kerala a free zone from online and internet lotteries.

A notification of 22 April 2005 allowed paper lotteries of State Governments again. The prohibition on computerised and online lottery tickets stayed in force. These details come from the Supreme Court judgment, published on Indian Kanoon.

Why did the Supreme Court uphold the online ban?

The Supreme Court upheld the ban on 5 November 2015, in All Kerala Online Lottery Dealers Association v. State of Kerala. The court held that online lotteries are a class of lottery distinct from paper lotteries. A State Government can therefore ban online lotteries separately.

The judgment explains the risk in plain terms. A weekly paper draw gives a buyer “a week’s cooling time” before the result. Online lotteries ran several draws a few minutes apart in a single day. The court found that buyers then kept buying “till all his savings are exhausted”.

Where are genuine Kerala lottery tickets sold?

Genuine tickets are sold in person, by authorised agents and sellers inside Kerala. The LOTIS FAQ calls the Kerala State Lottery a paper lottery meant for sale in Kerala only. The ticket you hold is the only proof of purchase.

How do agents get their tickets?

Registered agents pay for tickets on the LOTIS portal and collect them in person. The FAQ describes 3 steps.

  1. Remit the cost of the tickets and the GST through the LOTIS portal.
  2. Visit the lottery office in person, or send a person the agent authorises.
  3. Collect the physical tickets from the office.

Nobody other than the registered agents of Kerala buys tickets directly from the offices. Retail sellers buy from these agents.

Who can become a Kerala lottery agent?

A Kerala resident above 18 can become an agent. The application goes to the District Lottery Officer in Form No. II. The LOTIS FAQ sets a fee of ₹335 in cash. The applicant attaches an Aadhaar card, a PAN card and bank details.

What is the Kerala lottery online login?

Kerala Police counted the scale of the problem in August 2024.

  • 60 fake apps using the Kerala lottery name.
  • 25 fake Facebook profiles.
  • 20 fake websites.
  • Fake tickets offered for ₹40.

The same warning described fake ₹5 lakh “wins” followed by demands for GST and stamp duty. Kerala Police warned again in July 2026. Fake sites copy the official design and the state emblem, and every fee demand is a scam.

What is a Kerala lottery online booking number?

A “booking number” is a phone or WhatsApp contact run by an unofficial seller. The buyer sends money and receives a photo of a ticket. No authorised agent books Kerala lottery tickets by phone, chat or payment link.

Why do these offers rank in search results?

Search engines index them like any other page. We checked the Indian results for “how to buy kerala government lottery online” on 4 October 2026. 2 private “lottery agency” sites offering online booking ranked in the top 10. A page titled “Buy Kerala State Lottery Online” ranked sixth, on a government subdomain of another state. A .gov.in address does not make a lottery sale official.

Can people outside Kerala buy a Kerala lottery ticket?

People outside Kerala buy a ticket only by visiting an authorised seller in Kerala. The department sells no tickets by post, courier or online. The LOTIS FAQ restricts sale to Kerala.

Can people in Tamil Nadu or Karnataka buy Kerala lottery?

Residents of Tamil Nadu, Karnataka or any other state buy in person inside Kerala. A seller in another state, or online, offering a “Kerala lottery” sits outside the department’s system. The same applies to offers by post.

Can NRIs or people abroad buy Kerala lottery online?

No official channel sells to buyers abroad. Offers from the Gulf or elsewhere for a “Kerala lottery online” ticket are not from the department. An NRI holding a genuine ticket bought in Kerala claims it like any other winner.

Scan the ticket’s QR code with the department’s official app, then match the number with the official result. The app is listed on Google Play as Kerala Lottery Official, formerly Bhagya Keralam. A genuine ticket shows its draw details when scanned.

  1. Install the app from its Google Play listing, published by The Department of State Lotteries.
  2. Scan the QR code printed on the ticket.
  3. Compare the number with the official result sheet after the draw.
  4. Report any seller who offers tickets online to the department, as the LOTIS FAQ asks.
